
OSA Issue Choosing Process
Every two years, the Oregon Student Association (OSA) engages in a three-phase legislative issue choosing process that asks students to identify student issues and their potential legislative solutions.
How does the Issue Choosing Process work?

Phase 1: Issue Brief Open Submission
Do you know the potential solution to a pressing student issue in Oregon? In order for OSA to take on a student’s issue as an organizational priority, students will need to complete an OSA Issue Brief template to concisely articulate and persuade their fellow students of the problem, solution, and action.
After collecting issues briefs, OSA's Council of Legislative Advocates initiates a collaborative process to pinpoint 10 key issues for inclusion in the OSA Statewide Survey. During this deliberation, the council uses a policy rubric as a guiding tool in selecting issues that align with OSA's mission and values.

Phase 2: OSA Statewide Student Survey
The OSA Statewide Student Survey asks students to rank issues from least pressing to most pressing. By understanding how students prioritize these issues, OSA gains a better understanding of what matters most to the students.
The results of this survey are highly influential to setting OSA’s policy agenda for long legislative sessions in Oregon. Distribution tactics include email campaigns, social media outreach, campus outreach efforts in collaboration with student governments and organizations, and on-campus fieldwork led by the Student Organizer Coalition.

Phase 3: Inquiry into Legislative Action
While issue briefs and survey results serve as a crucial tool in shaping OSA’s legislative advocacy, it's important to note that the process doesn't guarantee that each issue will translate into legislation. Rather, the process informs OSA about the key issues affecting students, enabling OSA to strategize and assess whether legislative action is feasible and necessary in the future.
The decision to pursue legislative action is contingent on the legislative landscape. If and when conditions are favorable, OSA strategically leverages the issue choosing process to support and drive legislative initiatives that align with student interests.
The 2025 Issue Choosing cycle leading up to the 2025 Legislative Session concluded at the end of Spring Term 2024.
The next issue choosing cycle will begin following the 2025 Legislative Session.

Phase 1: Issue Brief Open Submission
Student Issue Brief Report
The first phase of the OSA Issue Choosing Process involves an open submission period for OSA Issue Briefs. OSA accepted issue briefs from students from October 2023 - January 2024.
This report is a collection of OSA Issue Briefs that were completed by students across Oregon in preparation of Oregon’s 2025 Legislative Session. These briefs not only reflect the diverse perspectives and concerns of the student body but also guide OSA's legislative advocacy efforts towards effecting positive change on behalf of Oregon's students.
Phase 2: OSA Statewide Student Survey
Statewide Survey Results Report
The second phase of the OSA Issue Choosing Process asks students to rank student issues on the OSA Statewide Student Survey that are being considered for future legislative action. OSA administered the OSA Statewide Student Survey to students across Oregon’s college and universities from February 2024 - May 2024.
This report overviews the results of the OSA Statewide Student Survey. The survey results are highly influential to setting OSA’s legislative agenda for the 2025 Legislative Session. By understanding how students prioritize the issues, OSA gains a better understanding of what matters most to Oregon students, enhancing our ability to advocate effectively for students.
Phase 3: Inquiry Into Legislative Action
2025 Legislative Session
The Oregon State Legislature will convene in January of 2025 for the 2025 Long Legislative Session. The 160-day legislative session, which occurs every two years and is focused on enacting laws and administering the state’s budget.
This legislative period presents an invaluable opportunity for students to actively participate in shaping policymaking and the future of Oregon's higher education system for the better.
