• Made an early investment of $4 million to meet patient and state needs by providing funding to EOU, OT, SOU, and WOU, and PSU to increase the capacity of licensed behavioral health workers.

The Semiconductor Talent Fund: SECURED

• Directed $10 million to institutions of higher education to kick-start efforts to build or expand semiconductor talent programs to meet urgent industry workforce needs and to the Semiconductor Talent Sustaining Fund to invest funds across the education continuum to provide targeted investments in education, training, and research.

SB 1502: School Board Transparency Bill: PASSED

• Requires the governing bodies of school districts, education service districts, community college districts and public universities to live stream governing body meetings, if technically practicable, and to post the recordings of the meetings on their official public body websites or social media sites.

SB 1596: Right to Repair: PASSED

• Requires manufacturing companies to make the diagnostic tools, information, replacement parts and tools available to consumers and third party repair shops, so Oregonians can more easily and affordably fix their electronic devices and other stuff.

SB 1552: Senate Education Omnibus: PASSED

• This omnibus bill covered a lot of areas across the K-12 and Post-Secondary education system. Items that were of particular interest to OSA and students were: the creation of an ODE youth advisory group, the facilitation of direct admission, and a study on requiring education co-requisites.

SB 424 - Transcript Witholding Ban: PASSED

• Prohibits the act of withholding a student's transcript as a debt collection practice at every college and university in Oregon.

SB 273 - Public University Governance Reform: PASSED

• Adds an additional non-voting undergraduate student to the Board;

• Adds a graduate student to the Board;

• Encourages campus stakeholder involvement in Trustee selection;

• Requires board transparency and accountability through various mechanisms.

• Protects and supports students on college and university campuses who are survivors of sexual assault.

HB 2395 - Opioid Harm Reduction Package: PASSED

• Includes a reform to decriminalize fentanyl testing strips and Narcan, allowing students easier access to distribute harm reduction materials on campus.

SB 269 - Prison Education Coordination: PASSED

• Requires the Department of Corrections and Higher Education Coordinating Commission to co-coordinate prison education for incarcerated students.

SB 270 - Prison Education Access: PASSED

• Increases statewide access to job training and higher education programs for incarcerated students in Oregon.

SB 1522 - Omnibus Education Bill: PASSED

• Provides free menstrual products on public college and university campuses including in residence halls

• Oregon Promise Reforms: Doubles minimum grant amount, removes $50 copay, reduces GPA requirement to 2.0

• Tuition Equity for Refugees: Expands eligibility for in-state tuition to include individuals who are granted humanitarian parole, asylum, conditional permanent residency or temporary protected status by any federal agency.

• Oregon Tribal Student Grant created! $19 million allocated to fund members of Oregon Native tribes in higher education. Grants will be distributed to eligible applicants to cover cost of attendance at public colleges and universities in Oregon!

Senate Bill 1557 – Military Student Support Reform: PASSED

• Requires community colleges, public universities and Oregon Health and Science University to provide certain rights to students ordered to federal or state active duty for 30 or fewer consecutive days.

House Bill 4141 – Student Voice and Transparency Act: PASSED

• Requires each public university to establish advisory body to advise university president on recommendations to governing board regarding resident tuition and mandatory enrollment fees.

Senate Bill 1528 – HECC Tax Credit Auction -PASSED

• Creates tax credit for contributions to Opportunity Grant Fund.

House Bill 4043 – Community College Financial Aid Advising: PASSED

• Requires community colleges to jointly conduct study to determine best methods for helping community college students learn about and apply for benefits

House Bill 4028 – Student Parent Childcare Tax Credit: PASSED

• Limits expenses for which dependent care income tax credit may be claimed to combination of earned income taxable by Oregon and imputed income, using lesser amount attributable to either spouse on joint return.

SB 762 – Survivor Amnesty: PASSED

• Exempts sexual assault victims and persons assisting sexual assault victims from arrest or prosecution for offense related to purchase or possession of alcoholic beverage by person under 21 years of age if evidence of offense was obtained because of contact with law enforcement agency or emergency medical services to report assault or obtain assistance.

• Established a Task Force on Student Mental Health Support.

• Directs Department of Education to convene advisory group to develop statewide ethnic studies standards for adoption into existing statewide social studies standards for public kindergarten through grade 12.

• Requires each community college and public university to establish process for recommending, and providing oversight for implementation of, cultural competency standards for institution and institution’s employees.

HB 2355 – End Profiling: PASSED (Coalition with Unite Oregon and Fair Shot Coalition)

• Directs Oregon Criminal Justice Commission to develop method for recording data concerning officer-initiated pedestrian and traffic stops. Also, trains mandates cultural competency trainings of all Oregon law enforcement officers and reduces drug felonies to misdemeanor for the first 2 offenses.
